I wanted to write an article about the illegal and monstrous methods used by Western democracies to stop, coerce, punish, and experiment on, people. But this also requires some context. Why does this happen, what are the goals. So here is the context in bullet points:

Western democracy is a U.S. military mind control program;
In Western democracies people are stopped, coerced, punished, using secret torture in their habitat (living environment);
The torture is maximum psychological torture and physical torture;
Directed Energy Weapons are tools used for physical torture, Neuro Weapons are tools used for psychological torture;
Gang Stalking, or the Targeted Individuals program = MK-Ultra style "Trauma-based mind control", often using maximum torture;
Many people targeted these ways become experiments for new weapon development;
Survivors are attacked until they die;
The internet exposed the lies and horrors of Western democracy;
This is all hidden under counter-terrorism and mental health systems;
The goal is to enslave everyone by connecting their brain to 'cognitive warfare' systems;
We are much closer to this then you think;

What many people working in security systems, or particing with security systems, do not understand is that we are at the end of the line, meaning: We are very close to the end-of-humanity-as-we-know-it ... if we let the tech overlords carry out their plans. And who will stop them? This will not go away. Surveillance will be increased, your thoughts no longer private, your free will manipulated. This is not science fiction. The technology is here, it is ready, has been tested on many people (calling themselves Targeted Individuals). Everyone living in a mind prison. Is this what you want for your children?

About the term 'Gang Stalking'

It is now 2026 and the term Gang Stalking, or Gangstalking, is still being used to discredit victims of the most heinous crimes in history. There is nothing wrong with the term Gang Stalking. When you get attacked (out of the blue) in the beginning, you notice that there are many people involved, and they all seem to work together somehow. Yes, like a gang. It is only after a few months, or sometimes even years, that you understand that this is not just some gang, but that these are government agencies, their contractors, and people they involve. See also below, Personal notes. From that moment on, terms like (State Sponsored) Organized Stalking seem more appropriate. The last decade, Gang Stalking, or the Targeted Individuals program, is also often used to describe attacks, torture, and human experimentation, with Directed Energy, and Neurotechnology weaponry. This may cause some confusion but that's the way it is.

Trauma-based mind control

If, for whatever reason (stop, punish, coerce, personal vendettas, human experimentation) you become a target, you will be subjected, in secret, to "trauma-based mind control". This is in many ways just like MK-Ultra, but now this is being done in your habitat (living environment), using the most advanced maximum psychological and physical torture, which can include directed energy and neurotechnology weaponry. The aim is to break down an individual’s psychological defenses and reshape behavior, perception, and emotional responses. This is also about creating split personalities, where they control one of the personalities. Think of the mass-shootings. They do not murder you, they want you to give up yourself. But everything else is allowed. In the Netherlands the government calls this: "Leading you to a care and/or judicial process / Guiding you to care and/or risk reduction.". And of course, they do not mention the methods that are used. You cannot fight this because it is a state secret. This is how the system works in Western democracies. Once hell broke loose in May 2000, all my senses were overloaded and I said to a friend: "They want to get into my head, I am fighting to keep them out." In other countries they come to your home, take you to jail, and punish, torture, you there, often you are released after some time and this is, most of the time, all in the open.

The internet created a massive problem for the security systems in Western democracies because the survivors of all this cruelty, started publishing their stories online. They connect, and some start human rights organizations. And yes, they are survivors, because the majority of people that are attacked these ways, end up either in mental institutions or in prison. Many commit suicide after years of targeting as they cannot stand the 24/7 torture anymore, which aims the total destruction of your life. The survivors are a threat to the system because they expose what is wrong with the system. This means, that when you do not fully collapse, the attacks will go on and on, year after year, and never stop. Beyond imagination cruelty.

Many psychologists and psychiatrists never touch the subject of government abuse, but instead co-operate with the system. In Western democracies, far more than other countries, perception is driven by narrative, and spread by the government, politicians, and state-sponsored and promoted NGOs and 'experts': "We respect human rights, we do not torture, we are the good guys, other countries are bad." This worked for many decades but is now (finally) exposed by the internet. Western democracy forces governments, politicians, etc. to lie, because it is a lie. They never respected human rights, they torture and they steal. And today, while knowing that more and more people understand this, they continue preaching the same things as 30 years ago, because they do not know what else to do. The only thing they can think of is more repression, but this is not really working very well.

So the key take-away is: All Western democracies use "trauma-based mind control" identical to MK-Ultra, only the torture methods changed. For 30+ years they also use directed energy and neurotechnology weaponry. The aim is to break down an individual’s psychological defenses and reshape behavior, perception, and emotional responses. This is also about creating split personalities, where they control one of the personalities. Think of the mass-shootings. When you are a Targeted Individual, you are a MK-Ultra survivor. Most people that are attacked these ways end up in mental institutions or prison. Others commit suicide because they cannot stand the torture anymore. You can research this yourself. Use AI to compare "trauma-based mind control" with the stories of Targeted Individuals. What they do to us is a continuation of MK-Ultra. We knew this already but it is good to understand this. Surviving means in many cases that this goes on and on, year after year. You cannot fight this because this is a state secret. And because it never stops, this also means that you can never recover from this. Beyond imagination cruelty. Again, the summary is: Gang Stalking or the Targeted Individuals-program = (remote) MK-Ultra, nothing ever changed.

The reasons: Cognitive Warfare / Control of everyone

I was put on a list because someone did not like me, they probably needed people on this list, it was the end of the 1990s, they were preparing for much more control. In the beginning I was provoked to do all kinds of things that you normally not do. I did not do these things and then this changed. I just had to eliminated, meaning institutionalized, labeled with mental health issues, or a criminal record. When I survived these first attacks I became an experiment for Directed Energy Weapons testing and a few years later also for Neuro Weapons testing. Somehow I seem very important to them, this never changed. There are always people around me, I am always attacked, wherever I go. I do not know the exact reason, can only speculate. Maybe it is because I survived everything and write about it. I certainly give them a lot of information ...

But probably it is this simple. They use many different, almost random, people to see how they respond to al kinds of disruptions, horrific experimentation, torture. With all this information they build a database for their Cognitive Warfare systems, read: the People Control System. Then they use this, with AI, to manipulate, eliminate, new matching persons. Everything automated, mass mind control. This looks very much like in the film the Matrix.

In the Netherlands, the Ministry of Justice and Security ordered a report Opportunities and Risks of the Application of Neurotechnology in Criminal Justice (PDF). Original in Dutch (PDF). This is about the use of neurotechnologies for: 1. Investigation and truth-finding; 2. Risk assessment, and 3. Intervention. The report also includes the text: "... it is important that the Netherlands develops its own vision on the application of neurotechnology in the justice and security domain, which is also tailored to Dutch criminal law. Ideally, this process already takes place while research into and development of neurotechnology is taking place ...", which probably means they are experimenting with this on people already. Am I part of this experiment? No idea, but it would not surprise me. Of course this is not unique for the Netherlands, other Western democracies will be working on this as well.

Who is involved in doing this and why they will burn everything down to prevent accountability

Although I do not want to speculate about who is organizing this and pushing the buttons of the weapons, it appears there is enough evidence that the COINTELPRO / counter-terrorism activities are carried out by national police, intelligence agencies and parts of the military. It is very well possible that foreign agencies are involved. Whatever, many people working for police, intelligence agencies, the military, other people working for the government, know exactly what is going on ... In the past they could hide behind ignorance. With the internet they know exactly what is going on. All these people know that what they do is illegal and against the law AND THEY DO NOTHING. This says everything about what kind of people are working in the security systems. The biggest problem in 'Western democracy' is that a much bigger part of the securirty system is hidden. This means that there is less oversight, and we all know that this leads to more corruption and abuse of powers. After 9/11 the security systems were handled almost unlimited powers.

Probably the elites wanted this extended capabilities of the security systems to protect themselves in the internet era. But the security systems grew out-of-control. They seize power everywhere with their surveillance capabilities, and the secret advanced weaponry they control. They can attack you from a distance and through-wall, without leaving evidence. They can read your thoughts, induce thoughts, and manipulate your body. This means that also the Western elites are no longer safe. Closing the doors of your home does not protect you. So it is like join them, or get kicked out. This is why we see that all Western governments are saying the same things, all mainstream media channels are saying the same things, everyone submitted to the ones that control this weaponry. Main players are the United States and Israel. We can call this a power grab from the new tech elites. But this may not work out well. AI is still in its infancy, knowledge does not mean intelligence let alone creativity. More computing power will improve this but the last years the improvements in reasoning were minimal. And many people are finally starting to understand that AI is coming to replace them.

The biggest problem in Western democracy is the security system. Because of the secrecy, there is almost no oversight, leading to totally corrupted and out-of-control behavior. Of course the elites want transhumanism, live forever. But the security system are the ones driving the surveillance state into an Orwellian nightmare. Because they want, they need, to protect themselves. Losing powers would mean they may be held accountable for all the horrific crimes they have committed. They do not care about society and people, they only care about themselves. Make them co-operate, take away their powers.

Still, despite all repression, everything is slowly being exposed. And today, one USB-drive can be enough to bring a government down. But will the ones responsible for all these horrific crimes ever accept accountability? Of course not. And taking away their powers probably only can happen with force. The exposure of Western democracy lead to another massive problem. Other countries, actors, that obtain documents about the use of Directed Energy, and Neuro weaponry (and experimentation) against all kinds of people can now blackmail Western dmeocracies.

Personal notes

I have written a lot after my targeting started. I also send letters, organized meetings for victims. Started human rights organization STOPEG. You can find my stories mostly on my websites. Some are in Dutch only. Connecting the dots is very difficult because of all the secrecy in Western democracy. But there are documents that directly relate to my case and that of many others. Last year, after 25 years of 24/7 torture, I decided to do something else. That's what is below.

How it started and how I became an experiment

The beginning is very important. Because this just started, I had no idea who was behind it. It could be a group (yes, you can call it a 'gang') related to the last company I worked for. I left there with a dispute. I took them to court and won. When looking for work, I got strange responses. And then, when walking in the center where I lived, suddenly a man in a suit, dressed like a business man, walked to me, stopped before me, looked me in the face and said: "I can never work again". Then he disappeared. I was flabbergasted. This was the start of what I soon called 'My movie'. I am the main character, it is still running and it does not have a happy end (so far).

We are all brainwashed that our government would never do such things, they respect human rights, they do not torture. Well, that is what they say preach the whole day. Total confusion. You also get angry. Who are these idiots doing this? Slowly you start to realize how big this is. It is not only in your home, it spreads to your work, to other places you go, other cities. You receive no letters about this, no call from the police. Your communications, phone, computers, start being manipulated. They crash, do not work at specific moments. You get feedback by people passing, or emails, repeating words you said on the phone in your home, So I was being bugged, people listened to me, looked at what I was typing on my computer. Not difficult if you have the proper equiment. Then you understand you are being provoked into doing things that may implicate you. Young women. I was also asked to steal data from a company by a person turned into some kind of handler. I can go on and on, but what I want to make clear here is that my behavior in the beginning was very much based on confusion and anger because you simply do not know who the ones are doing this. Only after three years, a few months after all hell broke loose in May 2000, I concluded that it only could be government (related) agencies. Nobody would go through all this trouble and not murder you. Besides that, the things hapening became too big. Blocking highways, creating accidents, all for me. It was like somebody was using a book, next page, next page, etc. Everything illegal, everything against the law. This makes this even more shocking and disgisting. And then, slowly the electronic attacks started, which became devastating and 24/7 in 2006 after I moved to a new location.

In 2002, while I was trying to adapt to the tremendous pressure/torture, I wrote a letter to the Prime Minister of the Netherlands in which I accused the secret services operating in the Netherlands from doing this. I got a reply that they passed the investigation to the homeland secret service AIVD. After some months I rceieved a reply that my case was investigated and nothing could be found that confirmed my claims.

Years later I learned of the 'Brede Benadering' (Broad Approach), a method developed end 1990s by the Dutch Homeland secret service AIVD. Nationale Contraterrorismestrategie 2016-2020 . This is a co-operation of many governemnt agencies and partners to target persons. So what I think happened was the following. The Dutch secret service developed this method end 1990s. They needed people on their list. Because of the company I worked for, and how I left, or for whatever reason, I was selected as a candidate. I almost collapsed but not fully. So I was 'included' to extra treatment, covert directed energy attacks. But I did not fully collapse. Then it was decided that I would become a test subject, an experiment for Directed Energy Weapons testing and Neuro Weapons testing. Wonderful.

The reason

I was put on a list because someone did not like me, they probably needed people on this list, it was the end of the 1990s. Somehow I seem very important to them. I do not know the exact reason. Maybe because I live in the Netherlands, survived all their attacks, always been kind and friendly to neighbors, co-workers, etc. that were involved by them, always got up again after many almost dead experiences, because I said: murder me if you want, I will never listen to you, stayed away from all their provocations, write down everything they do, call them murderers, child abusers, pedophile and thieves, stayed the same person I always was (I hope). They have no license to kill, but do everything you can think and not think of. They have involved the whole world, an endless amount of people around me, to achieve their goal, my destruction, but I am still here.

If I must summarize what is being done, then it is the total destruction of your life. Every nice, good, beautiful, thing in your life must be destroyed. Character assassination. And because I do not move, do not run away, I am a punching bag. The whole day and night punched, her, there, everywhere.

No, they do not care if you commit suicide out of despair. And yes, they involve the whole world, everyone, children, to break you, they do not care if other people or children get hurt. Many years later I found the document Toolbox Persoonsgerichte Aanpak High Impact Crimes - Openbaar Ministerie van Volksgezondheid, Welzijn en Sport - 2012 (Bijlagen IV. Voorbeeld interventiematrix (Excel) en V. Handleiding interventiematrix) , which contained a limited number of things they did and still do, like attacks on social media, taking your children away, etc. All human rights violations. This document has been removed from the internet. The fact that I refer to a document about High Impact Crimes, that lists a number of methods used aganst me, is insane: I never committed any crime. The only thing I did was surviving all their horrific attacks after being put on a list by a psychopath.

About traumas

Am I traumatized? Yes. But how bad is it? Do I have split personalities? No. Do I know Targeted Individuals who have been traumatized? Yes. But how bad is it? Do I know Targeted Individuals with split personalities? No. Most real Targeted Individuals I know are kind, friendly, emphatic, people. I also know fake TIs, and there is certainly something very wrong with them. Like there is also something very wrong with all people working and volumtarily participating in targeting.

So how bad is it? Very bad. Writing and speaking truth costed me a lot. I suffered and suffer. Often I dragged myself to the next day. I am not a person who quits easily, and I have no intention to quit with anything. But the 24/7 torture can be extremely tiring, exhausting. Sleep depricvation It's a miracle that I am still alive. At certain moments it looked like an angel protected me. I will not go into describing all my attacks (written a lot about these) and traumas but one trauma is obvious and very prominent,

1/ What many people (still) do not understand is that today we are at the end-of-the-line, meaning: we are approaching the-end-of-humanity-as-we-know-it. The New (Tech) World Order is replacing us with AI, that is why they are building all these datacenters. 2/ They have the technology to remotely control your brain and attack your body. Governments are only here to introduce digital ids and other control mechanisms. 3/ They have been working on this for decades. Many people have written about this and call this The End Game: There will only be an elite, technicians and some slaves.

I have tried to identify a number of traumas that are the result of these attacks. I do not know exactly how to define trauma, so read this as things that have serious impact on my life. Because of the 24/7 attacks, torture, I suffered and suffer. I am not a person who quits easily, and I have no intention to quit with anything. But this 24/7 torture can be extremely tiring, exhausting. And the often dsay-after-day sleep deprivation, torture to prevent you from sleeping, makes that you cannot recover. Below, I will not go into describing all my attacks, I have written a lot about them already. While all these things have serious impact on my life, I believe that I did not really change as a person, which I consider my biggest victory over them.

Self-isolation;
Total loss of privacy, not even in your head;
Living on borrowed time;
Pain is relative, there is always more;
Living in the Matrix feeling;

Self-isolation

I am extremely afraid that people around me get hurt, or being involved, by the criminals that attack me. Yes, they deliberately attack people, children, pets, around you when are a victim. They do this with and without Directed Energy Weapons. When Directed Energy Weapons are used, then even when they are close to you, you cannot protect them. They have done this many times and the reason is of course that you will self isolate, keep distance. Which I did, immediately from the beginning, you do not want other people, children, to get hurt. The attackers also involve people, including children, and ask them to do things, say things, etc. They involve everyone if necessary, they don't care about people, children. It is not that I am afraid for myself, but I simply do not want these things to happen. About people that co-operate, they just follow orders, do what they have been asked, many have no idea that they are participating in a horrific crime. Anyway, the attacks are on-going, and never stop, meaning that there is no way to recover from this.

Total loss of privacy, not even in your head

Anoher trauma has to do with the total loss of privacy. They not only watch you 24/7 but also monitor your thoughts (subvocal speech). No privacy, not even in your head. Insane. I have written before that I am connected to a 'mind control computer'. And they let me know this 24/7 by reacting to the things I do and things I think of. When they start letting you know that they do this, you totally freak out. Closing te curtains does not help. And even if they can only interpret 10-20% of your thoughts, then this is enough to drive you crazy. The last thing you thought was private is no longer private.

Many Targeted Individuals claim their thoughts are being read. Probably they already do this to a lot of people, and their number will keep growing.

For me, this goes on day and night, second-by-second. They started by reacting to changes in breathing. Hold you breath for a second or two and there is a reaction, a sound somewhere close or far away. In the beginning I was sensitized to a car horn. For three days, when cars passed my home, there was a car horn. This was then used to let me know I was followed second-by-second. When I walked into a shop, car horn somewhere, out of a shop, car horn somewhere, etc. Everywhere. Because they (partly) know what I am thinking of, they also often disrupt my thinking, with sounds, beams. Pretty horrible and disgusting. They use sounds, but also Directed Energy Weapons to make me burp, fart, sneeze, cough, make my stomach rumble, cook, burn, sting, vibrate, my body, They call me, send me emails, attacking me with troll accounts, by inducing thoughts, emotions, by remote electrocution (spasms), by creating urge urinate or defecate, you name it. Everything perfectly synchronized to what I do, think.

I call this Torture-By-Synchronization. Extremely tiring, and they do it everywhere. Also when you are with other people. The number of reactions is easily 400 a day. If that is not enough they hack and manipulate my computers, phones, or just unleash directed energy weapons torture on me, like cooking body parts, burning sensations, flashing my eyes (blurred vision), controllng my erection, headache, stomach ache. kidney pain, forced urination, defecation, you name it, they did and do it. Again, because the attacks are on-going, and never stop, there is no way to recover from this. And even if the attacks would stop, can you recover from the fact that your thoughts are no longer private?

Living on borrowed time

That I am alive and can write this down, is a micracle. I escaped, many constructed car accidents. And they keep trying to involve me in a car accident, never ended. I also survived an endless amount of almost death experiences. In 2006 they decided to literally cook me out of my house. This was not only literaly cooking you alive, but also pressurizing your upper body, and vibrating your intestines. About cooking you alive. The upper body part contains the lungs. When you blast this part with high power microwaves, then the air, moist, inside your lungs heats up, much quicker then other body parts. Hot fluid is coming out of your throat, and you really feel like being cooked alive. Typically it starts with a burning sensation on for example your back. This is followed by the cooked-alive feeling. If the beam is powerful enough you also have a burning sensation on the other side of your body, where the beam leaves. During the attack you may fall or laydown, and hope they will stop the beam. Typically, your breathing gets very difficult when they do this, and it can take hours before your breathing becomes more normal again.

They also pressurize your chest, from the front or from the back. If you do not know, you may think you have a heart attack. Tremendous pressure. Breath taking. And then there is the vibrating of your inestines. Once this starts you feel like everything inside is being twisted like a holding a hose with both hands and turning backwards with one hand and forward with the other hand. In all cases you may go down on the floor, because of the insane pain. Many times I thought if i would still be alive after 30 seconds. For two years I tried to protect myself, and it helped, but only for a few days. Then they adjusted freaquencies, modulation, and it started again. After two years I decided to remove most protection and said to them, murder me if you want to. I never called 112 (911) when I was down on the floor Once I heard a car driving away very fast, yes, they probably thought I was dead. All this is also done when I am outside, even in the middle of a deserted forest. There are always aircraft around (above) me. I guess they shoot from these aircraft as well. This is just small part of the torture they do, but these types have to do with dead or alive. So here i am, still alive, not dead, and that's a miracle. It is weird to think of this. Some things matter far less when you have experienced this. I still care about many things but sometimes I have something like, who cares.

Pain is relative, there is always more

And how about pain? There is physical pain and mental pain. Targeting is very much about pain, torture is about pain. About the physical pain, this was and is caused by Directed Energy Weapons, Some people call this the maximum pain business and this is correct. I have had over the top physical pain so many times. I tried to protect myself, but then after a few days they adjusted the frequency, modulation, intensity, and passed my shielding. At a certain moment I said, it is enough, murder me if you want to, I don't care. And I removed most of my shielding. I have been many times on the floor with maximum wondering if I would be alive after 30 seconds.

And then there is the mental pain. Prominent is the inability to protect people you love, and not love. But it is also about missed oppertunities, partners. I have come to the point with pain, either physical or mental, where I say: "Pain is relative, there is always more." I am not afraid for pain, I have had enough. Pain is the least of my problems. In case you think that I wil take more risks because of this, far more than others, no I do not. I am not looking for pain. Still there is something that is not normal.

Living in the Matrix feeling

The problem is that I know a lot, experienced a lot, survived a lot, researched a lot. I know who they are, I know the people they involve, I know what they do. Just open a news website. You see stories, events, incidents, they created. Winners, losers, you name it. This is a weird feeling. You do not want to think of this too much, but when yo are outside, for example in a city, all these people walking around, you sometimes think of the film the Matrix. You are walking there with all this knowledge about this illusion and all these other people know nothing. I am in the real world, but also in the Matrix. Should tell them? Knowing this will turn your world upside down. Nothing will the same anymore. Who am i to tell them, to change their life forever. Most people just want to live a simple life, have a family, friends, be happy.

But today there are valid reasons to tell at least something. The UNESCO is warning about the loss of free will, autonomy of thinking, because of rapid advances i neurotechnology, the brain computer interface, and Artificial Intelligence. They asked governments to take measures to preserve our autonomy. But the goverments tell us nothing. Like they tell us nothing about the AI revolution that is going on, and is going to take away your job.

Lasting physical problems

I always tried to stay healthy. I had many attacks that had serious impact on parts of my body. I believe I recovered everytime from them. But there are two things that are permanent:

End of 2018 I was thinking of participating in the 2019 European Parliament elections. Beginning of 2019 I suddenly got very ill. Some sort of Psoriasis Gutata to the max. Never had anything in my life. It took me some nine months to recover from this but I never fully recovered. There is something changed in my blood. Wounds do not heal fast anymore. Even small ones.

Why I am writing this

A few years ago they wanted me to shut up, to stop writing about the targeting. How do I know? Because they started intensifying their attacks when I published on the internet. Now, why would I shut up about this? The best years of my life have been destroyed, they not only attacked and tortured me relentlessly (still going on), but also attacked people around me, I personally know of several people who died, including a child. They criminalized many people, including children, by making them co-operate with their crimes. And they want me to stop? Me? I should stop? Gotta be kidding. They also contact me via people they can easily control, that say I should stop, that it cannot be so bad. That I should stop or some people may get angry ... really.

So where are the apologies, where is the rehabilitation, where is the compensation (which can never be enough)? Where are the promises to stop this inhumane program for everyone?

The U.S. gov, read the CIA, does not want you to know that these Directed Energy Weapons are used for 30+ years by U.S. gov agencies (and their contractors) against all kinds of people including innocent civilians and children. Many suffer, many died. The survivors call themselves Targeted Individuals.

Last year, after more than 25 years of 24/7 non-stop (often second-by-second) attacks, torture, I was tired, exhausted, and decided to do something else. I would have done this years earlier but that was not possible because of my personal situation. When selling my stuff before I left, they prevented some things being sold, yes they are also thieves. I walked for almost four months, some 1500 kiometers. I knew I had forced away all my sadness and anger for far too long. I needed healing but I did not know how exactly. The main thing I wanted was to let go, and see what would happen. This was good for my physical but there was not enough time to think, I was too occupied with the daily routine of walking, eating and sleeping. With Christmas I returned to the Netherlands. I was extremely emotional. During the month in the Netherlands, besides the 'normal' attacks, they microwaved my feet that developed some kind of terrible skin trauma, They prevented this from healing, made it worst. They love to make things worst. After one month I left again, this time to stay a few months in Portugal. When I arrived I was still extremely emotional but that slowly disappeared. The first month the weather was bad and got very ill, some sort of flu. Then the weather got better. Am I healing? Can you recover from more than 25 years 24/7 often horrific torture? I do not know. But I believe I did good to do something else. I was emotionally exhausted, and slowly feel better again, while the attacks continue (what else is new). At this moment of writing I am no longer emotional when thinking of the all that happened. Probably I am more in control again. I know that for me, it is also very important to know the truth, to connect the dots, there were still some missing. And I did. But I also know that I need to dig more into the damage that has been done. I am burning my (little) savings at the moment but I find my mental well-being at the moment the most important thing in my life. I am in the process of writing another article about this.

Some words about the attackers

The lives of the ones doing this are just one big long sequence of horrific crimes. How many lives have been destroyed, how many innocent people have been murdered these ways? Yes, I call the ones doing this murderers, they aim to cause your mental of physical death, they don't care how. I call the ones involved and participating, the Failed Human Beings. They create their own twisted fantasies, and want you to follow this. Bang thoughts into your head. Create pain in your body. Create situations. Pathelic losers, twisted minds, but then, what do you expect when you do such things for a living. They have no idea of real life, of feelings, of love. They know nothing. This also becomes very apparent when they react to your thoughts. A person can have many thoughts, but some are far more important than others. They often have no clue.

You are not only participating in the mental or physical death of an innocent person, you also support a system that is on its way to destroy humanity-as-we-know-it. Last January 2026 when I (again) tried to establish an address in the Netherlands, I was also asked via some channel by the usual suspects, how democracy could be improved. I did not answer, and they retaliated.

And this is separate from the documented CIA efforts to label them with 'pre-existing conditions' and 'Mass Psychogenic Illnes'. In 2025, 26 June, Michael Weiss disclosed more evidence that the U.S. government lied to the American public about Havana Syndrome / AHIs on the The Bulwark podcast (at 2m08s) The Bulwark podcast: Michael Weiss and Jonathan Cohn: Animal House at the Pentagon : "As the Biden administration was turning off the lights in the White House, they had a meeting at the NSC at which invited five, very well-known within the community, the intelligence community, victims of AHI, including Marc Polymeropoulos, a guy called, who's in the media as Adam or known as Patient Zero. He was one of the first victims hit in Havana, Cuba.
And the NSC meeting, they were brought into the Situation Room and told: You were right. You were right, meaning you were hit by a directed energy device. This is not some sociogenic or psychosomatic phenomenon. There is evidence that has now come through to the IC, including new collection, which substantiates the fact that possibly a foreign state actor, no points for guessing which one, is responsible for doing this to American servicemen and women abroad.
And more to the point, some of the members of the National Security Council at that meeting drafted an op-ed for the Washington Post, which was cleared and ready to go. The title of it was, We Believe Them, them referring to the victims. And at the last minute, Jake Sullivan spiked that op-ed from being published."

This was later confirmed by several other persons at this meeting including Dr. David Relman who helped organized the meeting.

The Havana Syndrome is very important because it demonstrates:

the existence of these (anti-personnel) RF (radio frequency) Directed Energy Weapons;
that these weapons are in use since the 1990s, against human beings;
that these weapons can cause horrific symptoms in human beings;
that is is almost impossible to prove attacks with these weapons;
that these weapons also are used make a victim look crazy.

More than 1500 reports were received from U.S. government employees (diplomats, spies, military). More than 330 qualified for care in the MHS, the Military Health System (July 2024).

The first years the CIA did everything to make the U.S. government employee victims look bad. Sending them to psychiatrists, inventing 'pre-existing conditions', promoting Mass psychogenic illness, preventing proper diagnosis. Only after a number were diagnosed with neurological problems, this changed but they keep lying and trying to cover-up.

Many U.S. government employee victims told their stories in interviews. It appeared that their attacks and symptoms show great similarities with the attacks and symptoms mentioned by civilians that have been claiming attacks with these weapons for more than 30 years. This means that the ones attacking the U.S. diplomats are probably the same ones that attack, torture and run experiments on civilians, compare MK-ULTRA. IMPORTANT In April 2025, the DHA (Defense Health Agency), Department of Defense, released a UNCLASSIFIED document, or here, on Anomalous Health Incidents (AHI's). This is a very important document because it treats the symptoms as genuine and serious, keeps an open mind on causes, and focuses on helping patients rather than picking a side in the debate, like caused by directed energy weapons, environmental factors.

This means that AHI evaluation pathways exist for government personnel. Civilians reporting identical symptom patterns lack access to equivalent clinical assessment and follow-up. This is a healthcare and equity gap that MUST be addressed.

The last item of the listed 'red flag' symptoms mentions, without further explanation: 'Other severe systemic symptoms (e.g., chest or acute abdominal pain, shortness of breath, etc.)'.
One of the three recommendations: 'Symptoms may improve upon moving away from where symptoms began and may or may not be experienced by others in the same area ' . So what should civilians do? Run away? Where to?

In summary, this means that 1. Symptoms other than brain injury are also mentioned, 2. Unmentioned symptoms are not excluded, and, 3. Attacks can be precisely aimed.

[Democracy is a US military operation. World domination through democracy. Democracy is fantastic. And we, the US, help you implement your country's security system, read: After that we control everything.]

One of the distinguishing elements of a democracy is that there is no torture ... they say. Ingeniously conceived but of course that is not possible at all. So torture is state secret in a democracy. Today, everyone has been so brainwashed that no one believes torture is practiced in a democracy. (I couldn't believe it myself in the beginning, while being non-stop attacked, it took a year to flip the switch).

Sometimes citizens must be stopped, coerced, punished, sometimes people are needed for (human) experimentation or even other purposes. This is where torture is used in democracies. Because there is freedom of speech and a rule of law, secret torture is the only option left. People are suddenly attacked, without any official accusation, not in prison but in their habitat (living environment). The attacks, called interventions, are carefully crafted and designed to be short, that is why they are no less than maximum psychological torture. They aim to cause the mental or physical death of a person, read: Remove them from society, destroy their credibility (mental case, criminal record).

Problem: This all worked fine until the Internet became commonplace. Then victims of this torture started posting their stories online. In the meantime, the US had developed new weapons, Directed Energy Weapons, and are developing Neurotechnologies. This enabled them to torture people invisibly, from a distance and even through-wall: Unprovable physical and psychological torture.

Problem: Since the Havana Syndrome (pulsed microwave attacks on US and Canadian diplomats and security personnel), there is mainstream information that these kinds of weapons exist. In March 2023 the U.S. blocked all information about this, but they were too late.

Survivors of this torture in democracies found similar stories on the internet. They connected and call themselves Targeted Individuals. They are a kind of "leak" of the system, they should never have survived, should never been able to share their stories with everyone. That is why they ALL must be ignored, ridiculed or labeled mentally ill. Otherwise, the system will fall over.

The torture system, yes it is a system, includes many disinformation (government) agents. Some are pretending to be victims trying to make the real victims look bad, distract and/or mislead them. Other disinformation comes from psychologists, journalists, Wikipedia pages, etc. Many people, including psychiatrists and human rights lawyers, know what is going on, but stay silent.

If you never heard of this then ask yourself the following question: Why would anyone want to associate with a group of people (Targeted Individuals) that is ignored, ridiculed, or labeled mentally ill. Why would people put their stories online, sometimes even with their full names, why would they write letters to their governments, human rights organizations, the OHCHR, the ICC, why would they testify before the President Obama Bioethics Commission? Why would they start their own human rights organizations? Why would they do this risking more punishment and destruction of their lives? The reason is, of course, that they are fighting to exposes these crimes, fighting for recognition, for investigations, for compensations. Everything that is done to them is against the law, violates basic human rights, international agreements against torture. You can compare them to the MK-ULTRA victims.

Many victims of these crimes mention that they are experimented upon, that they are guinea pigs for new methods and weapons development. Others mention that they are provoked to commit crimes. If the victim survives and/or attempts to expose these crimes, the torture does not stop. It is a lifetime sentence. And because the torture is a state secret in democracies, victims can go nowhere.

The war on terror gave unprecedented powers to law enforcement, intelligence agencies. No longer committing a crime, but prevention became most important. Who decides, who is responsible? Serious oversight is lacking.

One should never compare torture. But here we have on the one hand people that are tortured in prison (like Guantanamo Bay), and recognized as victims by human rights organizations, and on the other hand people that are tortured without any official accusation, in their habitat (living environment), often also victims of the most heinous abuse of weapons and scientific-military experiments, not recognized but ignored, and with a lifetime sentence.

Something is very wrong with democracy.

What are Electronic weapons?

Electronic weapons = Weapons that use electromagnetic waves (Radio Frequency energy). These weapons, known as Directed Energy Weapons and Neurotechnology / Neuro weapons, are used to attack, torture, manipulate the human body and brain, from a distance and through the walls of your home. And all this without leaving any evidence.

Many innocent/random people are not only attacked and tortured, but also used as guinea pigs for (mind control) experimentation, including new technology and weapons development. Compare MKUltra.

I know nothing about these weapons and technology, should I worry?

Yes, you should worry. The goal is enslavement of humanity with advanced technology, or, as I wrote in 2015, the robotization of humanity. A few people using computers and artificial intelligence (AI) to control the lives of all the people of our world.

Anti-personnel Directed Energy Weapons are in use since the 1990's. They are used in secret by intelligence agencies and related groups, to attack adversaries, to influence the outcome of events, to experiment on people, to torture and murder people, and much much more. With these weapons nothing is real anymore. Also, it is not possible to protect yourself.

Neurotechnology, Neuro weapons, can used to extract information from your brain and manipulate your brain. Thoughts, emotions, can forced (injected, induced) into your brain, without you knowing it. Our brain has no firewall.

How do you know if you have free will or if it is manipulated? How do you know if your brain data is being tapped? Again, it is not possible to protect yourself.

This is not science fiction, but has been going on for decades! Technology is getting better and cheaper, and no doubt these weapons are today also used by criminal groups.

What should be done?, First step is to declassify these weapons. Next, the big countries in the world should go to the United Nations to draft a treaty that bans the use of these weapons, compare the treaty on nuclear weapons.
In the meantime, countries must recognize the horrors of these weapons and give the police opportunities and instructions for investigating their misuse, so that the perpetrators can be apprehended and prosecuted.

The methods used are (in most cases) no less than maximum psychological torture and, with Directed Energy Weapons, maximum physical torture. They are violating all human rights and conventions on torture, and can be regarded as crimes against humanity. All information about these attacks must be suppressed. Disinformation agents, fake victims, psychiatry, Wikipedia pages, are part of the coverup.
State criminals must be protected

The attacks aim to cause the mental or physical death of a person. Everyone knowingly and willingly participating in this process is breaking the law. Enablers, the ones responsible, the organizers, the executors, all participate in premeditated murder. They know exactly what they are doing. They are all murderers, they all fear the truth.
Disinformation agents and fake victims must be protected

Part of the targeting program is disinformation used to discredit the real victims. Think of psychiatrists, psychologists, but there are also many 'agents' posting nonsense^* and replying to real victims on the internet. For every real victim, there is at least one fake victim, probably even more. Fake victims are used to distract real victims from the problem, steal time, act as a victim suffering the same ways as a vctim, etc.

Citizens that were turned into criminals must be protected

In many cases, persons in the habitat (living environment) of a targeted person, like friends, family members, neighbors, co-workers, general practitioners/medical doctors, store-owners, etc. are involved. They are told lies and asked/forced to participate in actions against the targeted person. As all these actions are illegal, these persons are thus criminalized (turned into a criminal) by (repeated) participation. After some time, many participants will understand that they have been involved in crimes and became criminals.
The initial reasons for targeting must be suppressed

Many people that are targeted, were selected (intentionally) almost random. They did nothing wrong, were never accused of a crime. They were selected simply because "terrorists" and "extremists" are needed to justify the growth of the ever-expanding security system. Or, in case of Directed Energy Weapons, they were selected as guinea pigs for research, development, test, evaluation. Part of these selected people is manipulated to create false flags, so that new laws can be introduced.
Money and benefits: The "Murder-For-Profit Club"

Targeting, counter-terrorism, has become big business. Corrupt and criminal elements within the justice system, police, intelligence agencies, defense organizations, are running an illegal harassment (torture) system, and are involving criminal groups, citizen groups, and citizens, in exchange for money, benefits, merchandise, rewards, promotions, free cars to drive around, etc. NSA whistleblower Karen Melton-Stewart coined this the "Murder-For-Profit Club".

In the 1990's, the elite, governments, were loosing control. After 9/11, the War on Terror was used to create a new enemy, the Muslims, resulting in new counter-terrorism laws. While these laws were said necessary to fight Muslim terrorism, they are in fact used to control the citizens. These laws together with advances in computer technology became the enablers of mass-surveillance. Also, no longer committing a crime, but prevention of possible crimes became most important. More power, more secrecy and lacking oversight. Advanced new weaponry, anti-personnel Directed Energy Weapons and Neuro Weapons, hidden behind 'state secrets', became the new tools. How could this get so out of control?

The security system always has been out-of-control. Secret services are the armies of the elite. Innocent people always have been attacked, used for false flags, used as guinea pigs, compare MK-ULTRA. It is only because of the internet that this has become much more visible. Victims, survivors, put their information independently online, with striking similarities. Politicians, Intelligence regulators, are either blackmailed, afraid to criticize or simply quit.

Counter-terrorism is the mechanism in Western democracies to control the population, it was never meant to fight terrorists. Programs like COINTELPRO and MK-ULTRA never stopped but were moved into Counter-terrorism programs.

As with all institutions in Western democracies, the term 'Counter-terrorism' was carefully chosen. It suggest that it is necessary to fight terrorists. Like the name Department of Defense suggest that it is there to protect the home country, while it is in fact used by Western democracies to attack other countries.

If you still believe that 9/11 just happened, then read chapter 5 "The Vacuum" of the book "First Global Revolution", by the Council of the Club of Rome, 1991, that describes how the elite was loosing control.

If you still believe there are many dangerous Muslim extremists, then read the book "The Terror Factory: Inside the FBI's Manufactured War on Terrorism".

To tighten control, the security system had to expand. As you can guess, this is what all the false flags were used for. Terrorist attacks were not only followed by new laws, they were also used to grow the security system.

As already happened in the past, almost random, often innocent, people are selected for targeting, including human experimentation. To justify their decisions, this also includes non-violent people who challenge government policies, etc. Or they fabricate reasons by provoking potential targets into behavior that they would never exhibit without these provocations. The main reason why people are put on lists for targeting is that 'the system' needs people on targeting lists. It is really this simple.

The fabricated 'mental health problems' label is extremely important, not only because it is used as a valid reason for targeting, but also to prevent a targeted person from obtaining justice.

One of biggest problems Western democracies are facing is the growing number of targeted people putting their stories online. The fact that these people are ignored, ridiculed or labeled mentally ill says everything about the state of Western democracies. The only answer to this so far has been more control. The day all this is publicly revealed will likely mean the end of the remaining credibility of Western democracies.

In 2012 I wrote: "Today others can obtain your thoughts and control your mind, this is not science fiction!" And: "If you think you are targeted then never listen to the little voice inside your head again!" Today, technology has advanced in such a way that it is easy to target everyone. And this is not going away because remote radio frequency (RF) manipulation of thoughts, emotions (and body), is the wet dream of our governments.

The problem is that we humans are not rational beings, almost all decisions are made based on emotions, we often call it our subconscious. But what do we mean by that? We like a person, but why? We like when a fast car is red, but why? Our decisions come from something somewhere in our brain. In many (all?) cases, they are the result of experiences and programming during our lifetime, and (?) programming through our DNA. Can we recognize if someone is messing with this?

The most dangerous technology today is the forcing (injecting, inducing) of thoughts into your brain. This is not complex technology! If you do not understand this, cannot recognize this, then you are a robot.

Mind reading is much more complex. There is no evidence that it can be done remotely. But what certainly can be done is what is called 'subvocal speech recording'. Subvocal speech are the words we speak to ourselves all the time. Like normal speech, they activate the speech muscles, but in such a way, with low intensity, that we don't move our mouths or make a sound. It is possible to record these muscle movements from a distance and access what we are "thinking".

It is also possible to manipulate your emotions, for example to make you feel down, sad, or agressive.

And it is possible to give your body all sorts of symptoms that resemble known conditions. The only way to determine whether these are normal symptoms or induced symptoms, is by thinking, checking with yourself, whether this is normal or not. This is very difficult ^*). To make it even more complicated, it is also (limited) possible to induce pains in body through your brain. If you don't understand this, cannot recognize this, you can get misdiagnosed by doctors.

I mentioned this also in the section 'Warning: You can no longer trust your own thoughts', but decided to add a separate section to show the importance and urgency.

We know that thoughts can be decoded using fMRI. This method tracks the blood flow in the brain. When the obtained data is decoded using Artificial Intelligence, and a database, astonishing results can be obtained. fMRI has the limitation that is difficult to distinghuish brain events that occur close together in time. There are no studies that show that this can be done from a distance, but if someone discovered this, would this be made public?

Other, newer, techniques use electrodes or implants. Recent studies have shown that it is possible to decode thoughts, but again, you cannot do this from a distance.

But what certainly can be done is what is called 'subvocal speech recording'. Subvocal speech are the words we speak to ourselves all the time. Like normal speech, they activate the speech muscles, but in such a way, with low intensity, that we don't move our mouths or make a sound. It is possible to record these muscle movements from a distance and thus access what we are "thinking".

Although you cannot call this thought reading, it is extremely intrusive, because the whole day we talk to ourselves. For example, when you type a pin code, do you say the words to yourself? When you have a meeting, you may say the words to yourself, 'what a terrible person'. When sell your car, you may think 'the motor needs some fixing but not my problem'. You certainly do not want others to obtain this information. Imagine what they can do with this information!

And there is more. They can also torture you using 'thought reading'. Even if they can only decode 10% of these words (it will be more), this will have tremendous impact on your feeling of privacy, if this information is fed back to you. Example. Suppose they programmed you to associate the sound of a car horn with the notion that you are being followed. Then they can use a car horn, everytime you 'think' of sex with a person. After some time you will understand that this happens, which is pretty horrible. And once you discovered this, they can use a car horn when you think of something totally else. You will start asking yourself questions like: Can they also decode that other thought? And, what other thoughts can they decode? Can you handle such torture?

And, taking this another step further, once you believe they can read 'thoughts', what do you do if you get information what a certain person is thinking of you? Will you believe this?

Remember that forcing (inducing, injecting) thoughts is more easy than reading thoughts. Think of forcing thoughts as a radio transmitter sending data. Reading thoughts requires also a receiver, and computing power to decode the thoughts. The decoding computer does not have to be at the same location, it can be anywhere in the world.

Most important: Accept that anything is possible, and that it is (virtually) impossible to protect yourself if you are targeted. The system attacking you is well organized, ruthless, infiltrated everywhere. They don't have a "license to kill" but will otherwise do anything, and I mean anything, to get you to give up. Don't give up!

The most dangerous technology today is the forcing (injecting, inducing) of thoughts into your brain. The human brain has no firewall.

The only way to deal with this is to raise your consciousness to a higher level

This means that you must think about what you are thinking. This is not easy because we have never learned to do this. Rationalize, ask yourself with every thought: Why am I thinking this, is this really my own thought?

Understand that an (unconscious) thought can also make you to get up and walk to the kitchen. This means that you should not only question your thoughts, but everything you do. Again, rationalize, ask yourself in this case: why am I going to the kitchen, is there a reason to go to the kitchen? There is also the possibility of influencing your emotional state. Again, think about why you feel or act this way, don't just put up with it!

Learning this is difficult, extremely tiring in the beginning, and will take you a few years.

Unfortunately, you are still not fully in control. You must also learn to understand how your body can be manipulated, (temporary or long-term) damaged, with advanced, but existing, technology, such as Directed Energy Weapons and Neurotechnology. When you feel the urge to go to the bathroom, ask yourself: Is this urge normal? Headache, stomach ache, heart problems, any other physical problem. Also, understand that some symptoms that appear to be physical can be triggered through your brain.

You are your own doctor ^*). Again, always rationalize, rationalize, rationalize.

In all these cases it is more advantegous to be older because you can compare events with your previous experiences. How did I experience this yesterday, last week, a year ago, five years ago?

More: Increase your resilience by being outside regularly and exercising (sports). You get free vitamin D, serotonin, endorphins and dopamine. Eating healthy is also very important.

These are just some suggestions, you may find ways that suit you better. And always remember: What they can do to you, they can also do to people around you! And that, in most cases, you cannot convince the people around you what is going on. The latter is due to Cognitive dissonance: People cannot handle this truth because then everything they have ever learned, and believe in, is called into question.

This section is not about manipulation of thoughts, emotions, etc., but about physical attacks that, short-term or long-term, damage parts of your body, often with the intention to cause (maximum) pain, disable you, etc.

Regardless of the symptoms of attacks with these weapons, even at low intensity, these attacks are horrific and a very serious crime. All victims of these attacks deserve the same level of attention, care and support!

The attacks are often horrible, cruel, inhumane, sadistic, and yes, some attacks can even kill you. The purpose of these attacks is to make you run away, surrender to psychiatry, commit a (constructed) crime, or commit suicide. If you resist, you must accept that you can be killed or permanently disabled with these weapons.

You must accept that they can kill you with these weapons, but, in general, they do not have a 'license to kill', which means they will do everything to make you suffer and it is up to you to deal with this.

Some examples:

The feeling you are going to die:
- Example#1: They manipulate the frequency of your heartbeat, you will have the feeling that they stop you heart. Will you die? Will you be alive after 30 seconds?
- Example#2: They attack part of your head; you feel a tremendous, indescribable, pressure. This can come as a 'bang', like the concussion-type effect (being hit with a hammer) also described by some Havana Syndrome diplomats. But it can also be a long-lasting 'beam', that gives very much pain, maximum pain, like your head is going to explode. While under attack you will wonder how much damage has been done to your brain. You may have some memory problems or worst.
- Example#3: They give you maximum pain, by attacking, vibrating, your intestines. It feels like someone is twisting them, the pain is really too much and you almost pass out, and lay down on the floor, hoping they stop the attacks. Because if they do not, you may die here.
- Example#4: They start cooking your upper body, you first feel a burning sensation on your back where the beam enters your body. This is followed the feeling of being cooked inside of your body. Bile is working its way up your throat, it enters your mouth. After a few moments, you feel a burning sensation on your chest where the beam leaves your body. They can keep the 'cook-beam' for many seconds. Will your body hold on, or will you die?
More examples will be added here.

You can be attacked in your home, at your work, in shops, in your car, in an aircraft, everywhere. Attacks are from portable devices, devices at fixed locations, devices in cars, devices in aircraft, drones. Even in the middle of a deserted areas like a forest, you can be attacked (from the sky).
Attacks from ground based devices can take all kinds of forms, scratching, vibration, stings, burns, cooked alive feeling, can often be applied with almost chirurgical precision, and can include thought injection, and subvocal speech recording (reading of words we silently speak to ourselves).
Attacks from the sky can be like a, very painful, tracker beam on your head, a microwave (radar) blast, burning and cooking your upper body, or an instant damaging, disabling, laser-like shot in your body or legs, etc.
Note that these attacks use through-wall technology, like pulsed microwaves, and that you also can be attacked from the sky inside your home or buildings.

I am often contacted by victims with the question how you can protect yourself against these attacks. My answer is that it is impossible to protect yourself but you can use some limited protection, which in many cases, is better than no protection at all.

There is no one solution that fits all. Protection depends very much on the used frequencies and the intensity. Low frequency and pulsed microwave attacks are very difficult to stop. Here is list of things you can try:

Tin foil.
Yes, sometimes this may help. Use multiple layers. Crinkle it, etc. Just try it.
Plastic/rubber) Hot water bottles.
Use it to protect certain body parts.
Sheet metal.
Do not use copper or steel, but get the cheapest iron you can find. Cheap iron is irregular which is better at stopping some frequencies than perfect structures. You can buy this in many DIY stores. I have several sizes:
- 100 cm x 50 cm, 1 - 2 mm thick
- 50 cm x 25 cm, 1 - 2 mm thick
  Create 'portable protection' by taping a number of sheets together and wrap this in a towel.
Protection of your head.
What helped a little for me was the following. Buy a cap/hat, cheap plastic bread bags and elastic. Make 10-15 small water balls of diameter 2-3 centimeter, using the bread bags and elastic. Put the water balls in the cap/hat and put on your head.
The trick is that, after some time, the water balls have the same temperature as your head, making the tracking of your head less accurate.
You may find better ways by experimenting ...

Do not expect miracles from protection, but, again, Some protection is in most cases, better than no protection at all.

The work done so far has led to dubious weapons based on dubious research, strongly influenced by commercial rather than humanitarian considerations. There is a pressing need for a wide ranging debate in the European Parliament of the humanitarian and civil liberties implications of allowing these weapons on to European soil to become part of the technology of political control in the EU. Much of the work that has been undertaken in secret, but part of the bibliography of the present report covers a representative sample of the available literature. What is required is a much more detailed assessment of these weapons than space permits here and it is recommended that a new study be commissioned to achieve this work. In the meantime, it would be useful to ask for the European Commission to report on existing liaison arrangements between Member States and the US on Non-lethal weapons and the nature and extent of any joint activities.

5.6 RECOMMENDATIONS

(iv). The Commission should be requested to report on the existing liaison arrangements for the second generation of non-lethal weapons to enter European Union from the USA and call for an independent report on their alleged safety as well as their intended and unforeseen social and political effects. During the interim period, deployment by the police, the military or paramilitary special forces, of US made or licensed chemical irritant, kinetic, acoustic, laser, electromagnetic frequency, capture, entanglement, injector or electrical disabling and paralysing weapons, should be prohibited within Europe.
These Directed Energy Weapons, also called non-lethal weapons, were already tested on unwitting civilians before the 1990’s. Major development was done by the US.
These weapons became usable for Political Control during the 1990’s. They were distributed by the US to their European allies, but never approved by the European Union, see European Convention on Human Rights (ECHR).
Because there are no laws approving this, this means that European Western democracies became ‘rogue’ at the end of the 1990’s, early 2000’s. I do not know about laws in the US.

6.2 Design, Role & Function of 2nd Generation 'Less-Lethal' Weapons. According to the new NATO doctrine, 'non-lethal' weapons should enhance the capability of NATO forces to achieve objectives such as, to "
(i) accomplish military missions and tasks in situations and conditions where the use of lethal force, although not prohibited, may not be necessary or desired;
(ii) discourage, delay, prevent or respond to hostile activities;
(iii) limit or control escalation;
(iv) improve force protection;
(v) repel or temporarily incapacitate personnel;
(vi) disable equipment or facilities;
(vii) Help decrease the post-conflict costs of reconstruction."

Current doctrine says it is unrealistic to "assume away" civilians and non combatants, taking the view that the US must be able to execute its missions in spite of and/or operating in the midst of civilians. Therefore the US Army 'Non-Lethal Warfare Requirements' assume a 'dirty battlefield' which means 'civilians and noncombatants will be mixed' and therefore targeted together. In such circumstances, seven 'non-lethal common tasks' were identified at a 1996 conference on Non-lethal weapons (hosted by the American Defense Preparedness Society), namely
(i) incapacitate /stop an individual (in a room, in a crowd, fleeing);
(ii) distract individual (in a room, in a crowd);
(iii) seize individual (in a crowd, singly/stationary, moving);
(iv) stop a vehicle (approaching, retreating);
(v) block an area (to vehicles, to personnel);
(vi) control crowds (Stop approach, Encourage dispersal) and
(vii) disarm/neutralize equipment.
In 1996, the non-lethal tools identified by the Army for these missions included anti-traction; acoustics; entanglements/nets; malodorous munitions; barriers; foams; 'non lethal' mines; directed energy systems; isotropic radiators and radio frequency weapons. Three years later the chairman of that conference (the former head of Los Alamos' Disabling Weapons Program, Col. John B Alexander), identified potential target categories for these 'non-lethal weapons' as: combatants, criminals, hostages, hostages(willing), non combatants, rioters, refugees and disaster victims.

A dubious Pandoras Box of new crowd control/crowd punishment weapons has emerged, designed to be media-friendly and appear, rather than be, safe. If these weapons, when deliberately targeted at innocent civilians, can actually maim and kill we are not talking about humane, bloodless 'operations other than war.' Despite the epithet 'non-lethal', what we have at work here is an innovative multi-million dollar public relations exercise, on a mission of winning friends and influencing people. As Steve Metz of the Strategic Studies Institute at the US Army War College in Pennsylvania puts it, 'There is always a marine with a rifle standing behind the one with a glue gun'.

6.3.4 Directed Energy Weapons

The most controversial 'non-lethal' crowd control and anti-materiel technology proposed by the US are so called Radio Frequency or Directed Energy Weapons that can allegedly manipulate human behaviour in a variety of unusual ways. Some microwave systems have been proposed which can raise body temperature to between 105 to 107 degrees F, to provide a disabling effect in a manner based on the microwave cooker principle. However, the greatest concern is with systems which can directly interact with the human nervous system. There are many reports on so called psychotronic weapons which are beyond the brief of this study but one comment can be made. The research undertaken to date both in the US and in Russia can be divided into two related areas: (i) individual mind control and (ii) crowd control. That the US has undertaken a variety of mind control programmes in the past such as MkULTRA and MkDELTA is a matter of public record and those using electromagnetic radiation such as PANDORA have been the focus of researchers in para-politics for many years. More recently, authors such as Begich and Roderick have alleged significant breakthroughs in the ability of military high frequency electromagnetic technologies to manipulate human behaviour.

What is admitted by the military authorities in the US is that research programmes using so called directed energy weapons for anti-personnel and anti-material purposes are proceeding into prototype stages.

The new weapons potentially offer the torturing states a spine chilling arsenal of repressive instruments. Whilst the genie of advanced crowd control weapons may not go back into the bottle, there is still time for the European Union to develop consistent and appropriate structures of accountability. Pugwash considered that Aeach of the emerging less-lethal weapons technologies required urgent examination and that their development or adoption should be subject to public review. The process should be transparent, adaptable and open to public and political scrutiny. Any class of technology shown to be excessively injurious, cruel, inhumane or indiscriminate, should be either prohibited or subject to stringent and democratic control.
The military (including NATO) and intelligence agencies suggest that they are (still) researching these technologies while in fact, weapon systems based on these technologies are fully operational and used against civilians in Western democratic countries.
For the (continuous) development of these weapons, people (guinea pigs) are needed. Because of counterterrorism laws, prevention of crimes became more important then committing a crime, innocent people could be easily selected for human experimentation.
Advanced psychological torture and Directed Energy Weapons are first used to dehumanize a person, force into psychiatry, or make commit a crime. Once this has been achieved, human experimentation can be applied.
Directed Energy Weapons are also used for punishment of people exposing the illegal usage of these weapons.
The use of these weapons is kept a secret, even in the Intelligence community not many people were aware of them before the Havana Syndrome.
The secrecy makes this weapons perfect for Political Control, the ones controlling them have unprecedented powers.
With these weapons it is possible to cause known health issues, like heart problems, kidney problems, mental problems, etc., all from a distance, through-wall, and best of all, without leaving any evidence.
Of course, the secret use of these weapons is in direct conflict with ‘democracy’.
As the laws in the EU does not allow the usage of these technologies, the question is who is pushing the buttons of the weapons used in European Western democracies.
If these weapons are hidden under the category of surveillance devices, then the ‘disruption’ effect without doubt can be controlled remotely.
One of the biggest problems for the controllers of these weapons is the fact that victims, survivors, of attacks and torture with these weapons, put their stories on the internet, write letters to human rights organizations, etc.
All the disinformation that has been spread for decades to discredit these victims finally was exposed by the information about Havana Syndrome. Although much information is suppressed (by the CIA), there is enough evidence that these weapons exist, and are in use for at least three decades.
There are a lot of reasons not to declassify these these weapons, but one of the most important is that declassification will change the narrative about the civilian victims.
This will not only create a legal mess, but probably also mean the end of the (remaining) credibility of Western democratic countries.
Finally: Why would a Western democracy need such secret and illegal weapons for Political Control?

Answer: A Western democracy is not a democracy but an illusion of a democracy.

The high priests of Western democracies preach non-stop that their countries are a democracy, that there is freedom of speech, that there is a rule of law, that they respect human rights, that Western democracies are the good guys and all other countries are bad. The opposite is true. Western democracies use carefully crafted propaganda, brainwashing, mass surveillance, hidden and secret repression, violate human rights, torture their citizens, and destabilize other countries openly and secretly with the aim to control them and steal their resources.
These weapons are a very important tool to maintain the illusion of democracy in Western democracies.

Does humanity have a future in Western democracies?

The lives of citizens of Western democratic countries are already very much controlled. All data we create every day with our mobile phones, computers, television sets, bank cards, cars, is stored, and, once they reach a certain (algorithmic) threshold, used to manipulate their lives. Today, projects are initiated that investigate how laws should be changed to protect our brain data and free will. Important: These laws are NOT going to protect you because governments want access to your brain!

In very near future, Neurotechnologies, powered by Artificial Intelligence (AI), that attack the brain, will be used to control individuals, groups, everyone. Directed Energy Weapons will be used to incapacitate opposition that understands. This is already happening on limited scale today. A few people sitting behind computers, using algorithms and AI, remotely controlling and manipulating everyone. Will we be able to save humanity or will we all end up bio-robots?

It is very difficult for people to imagine the horrors of attacks with Directed Energy Weapons. Here is an attempt. Watch this CBS News video of the Active Denial System (ADS) 'The Ray Gun In Action' and try to image you are attacked through-wall inside your home with such a weapon. What will you do, where will you go? Another example: Assault Intervention Device.

Or, watch the interviews with US diplomats and security officers attacked with Directed Energy Weapons in Havana, Cuba, and many other parts of the world. An estimated 20%-30% were attacked inside the U.S., out of more than a thousand who reported these attacks.

NEW HISTORIC Havana Syndrome: witnesses were heard On May 8, 2024, there was a historic hearing in the US: "Silent Weapons: Examining Foreign Anomalous Health Incidents Targeting Americans in the Homeland". of the Homeland Security Subcommittee on Counterterrorism, Law Enforcement, and Intelligence. Three key witnesses, under oath, said among other things:
- Other causes like 'Mass Psychogenic Illness theory' are bs.
- These weapons exist for decades. And probably Russia and the US have been attacking each other's personnel for decades.
- These weapons can be small, even fit a backpack.
- There are many non-government people claiming they suffer from Anomalous Health Incidents / AHIs / Havana Syndrome.
- These weapons are designed to make the target feel like they're crazy, like they're imagining things.
- The CIA controls the information going out from the ODNI. It is licking it's own icecream, read obstructing the truth.
- These the information about these weapons is classified: "intelligence products derived from signals intelligence and thus properly classified"

NEW The Dutch Review Committee on the Intelligence and Security Services (CTIVD): The data processing operations are therefore unlawful. . Excerpt from the 2024 CTIVD report 'Toezichtsrapport nr. 76 over de aansturing van de inlichtingendiensten van de politie en de bijzondere dienst van de Koninklijke Marechaussee door de AIVD en de MIVD': "... Where reports are taken over about 'confused persons', the purpose of such taking over should be described. Based on the content of the (police) reports as illustrated above, the CTIVD can in no way establish a link to (risks to) national security. ... The data processing operations are therefore unlawful."
A few weeks after the release of this report Chairman Van Eijk of Dutch intelligence regulator CTIVD steps down because of 'disturbed relations'. The CTIVD consists of two departments: the Oversight Department and the Complaints Handling Department. The Oversight Department reviews the lawfulness of the tasks performed by the General Intelligence and Security Service (AIVD) and the Military Intelligence and Security Service (MIVD). According to a 4 March 2024 letter from outgoing prime minister Mark Rutte: 'Relations within the CTIVD board have been disrupted, and the current composition of the CTIVD offers no room for improvement.' The report appears to be part of the scandal uncovered in 2023: Innocent people are put on terrorist lists by Dutch police and then disrupted.

On 15 May 2023, mainstream Dutch television network, RTL Nieuws, revealed that innocent people have been labeled terrorists and put on terrorist lists. GANG STALKING = ORGANIZED MURDER

Gang stalking, often accompanied by electronic harassment/electronic torture, is used to cause the physical or mental death of the target. The target is driven insane and commits suicide, collapses into a psychiatric patient, commits a (constructed) crime. This is called premeditated murder, and the ones participating are murderers. Many people experience some of the above once or a few times. The victims of these crimes experience this day-by-day, 24/7. Many events are synchronized to the victim movements. Often also electronic weapons are used e.g. to prevent sleep, create plock sounds.

ELECTRONIC HARASSMENT = ELECTRONIC TORTURE

Electronic harassment often is used to describe attacks with electronic weapons, like directed energy weapons (microwave weapons, sonic weapons), mind reading and mind control weapons. These weapons are used to manipulate, incapacitate, torture and murder, mostly to steal. Shooting, burning, cooking and mind reading and mind controlling people, including children with these weapons are crimes against humanity and horrible violations of human rights.

Where do gang stalking (organized stalking) and electronic harassment (electronic torture) come from? Illegal projects like COINTELPRO and MK-ULTRA performed by United States organizations FBI, CIA and others, officially stopped but in fact continue to this day. Gang stalking and electronic harassment are just advanced and much better versions. If you live in a NATO country then the same happens in your country by your national secret services.

To make things worst, the US Government signed into law the PATRIOT Act in 2001, which is nothing more than a declaration of war against the people of the world.

Sorry, no more enemies - why you are attacked

In the past, elite and secret services managed to expand and control because of the existence of enemies like communism. But now, there are no enemies left. The last enemy, communism, disappeared with the fall of the Berlin Wall in 1990. The people of the world evolved into decent persons, but the elite and secret services did not. They are still the same murderers they once were and can only maintain themselves by fighting enemies, by stealing and murdering.

So what to do if there are no enemies left? You create enemies! At world level, Iraq was created the enemy, then Afghanistan, now Iran, etc. At state level secret services have a continuous need for new agents, victims for (medical) experiments, victims to turn into murderers. So now without enemies left, almost random normal people are put on elimination lists and pointed terrorist, psycho, pedophile, etc. while they are not. These almost random normal people are mentally and/or physically murdered and in this process also new agents are recruited.

It is ironic that most people recruited are lower class and in fact are used to keep their own kind (the lower class people) poor and uneducated so they can easily be used by the elite and secret services for all kinds of dirty work.

Directed Energy Weapons (DEW) come in different flavours. Most used against people is the high power microwave weapon, this weapon can be regarded as a high power microwave oven. Irradiating a person with such a weapon is cooking a person alive!

Low intensity effects can be scratching, coughing, farting, etc. High intensity will make you really feel being cooked: the inside of your body feels cooking, skin burning sensations of approx. 30 centimeters diameter where the beam enters and leaves your body, gal coming out of your throat, heavy burping. A people cooker (I introduced the word people cooker in 2006) also is a creature (looks human but nothing human about it) pushing the buttons of these horrible weapons. And yes, not only do they attack innocent people but they cook children as well.

Many psychiatrists are criminals

The approvers of the DSM (Diagnostic and Statistical Manual of Mental Disorders) IV, as well as the ones using this manual (like psychiatrists) or requiring a DSM diagnose (like health insurance companies) are criminals. This manual categorizes symptoms caused by (almost) not-to-prove harrassment as being symptoms of a mental disease. What a disgrace! Examples of such harrasment are non-technical people attacked by high-tech crimes, and attacks by secret police and secret services. In the latter case the attacks have been specifically designed not to leave evidence and consist of gang stalking methods and/or directed energy weapons, mind control and/or mind reading weapons.

Persons being attacked these ways will go the police but the police will say that they cannot help and that you should go to your physican. The physican will say that you can be given medicine to make you not see these things and send you to a psychiatrist. The psychiatrist asks what your symtoms are, takes the DSM IV, soon V, and concludes you have a mental disorder while in fact there is nothing wrong with you! Many people that are attacked as described above will take the medicine that the psychiatrist advices, they can go nowhere and desperately hope this will reduce their unbearable pains.

Summarizing, we can say that in these cases the psychiatrist commits the following three crimes: 1) the psychiatrist does not recognize that perhaps you are attacked by sinister crimes, or does not try to find a solution based on the fact that you are attacked these ways 2) the psychiatrist prescribes medicine that immediately marks you a lifetime psychiatric patient and does not tell you this 3) the psychiatrist prescribes (most of the time) a medicine that has at least a small percentage making things worse, possibly even increasing the chance that makes you commit suicide (also note that no proof has ever been given that medicine solves the problem in these cases).

Psychopaths and failed human beings

A small percentage (1-2%) of the people on our beautiful planet is mentally ill, we call them psychopaths. Psychopathy is the most dangerous of all mental disorders. The essential empathy component is missing often resulting in the destruction of people, companies, countries, ... Psychopaths are parasites and would eat their own children to achieve their goals (or stay out-of-jail) because they just don't care. They failed as human beings and caught in their own web of lies the only thing that is left for them is to commit crimes day-by-day to stay out of jail, in fact confirming their own failure in life.

Very visible psychopaths can be found in our governments and at other positions with power, including our secret services and military. If you take for example Obama, Bush, Clinton, Panetta, Petraeus, Gates, etc. and check their behaviour against psychopathy syptoms lists then they will all score the minimum of required behaviours. They are responsible for the deaths of hundred thousands, for destroyed countries, and then for example Obama says on Januari 24, 2012 that 'everybody must play by the same rules'. This is just typical for psychopaths, express how powerful they are and never take responsibility for their actions.

Powerful psychopaths are very afraid being found out. So they create events to distract us, buy the media to brainwash us and lie to us. Also they make new laws, like the USA Patriot Act, not to protect them or their countries against terrorists (are there any terrorists anyway?) but to protect themselves against the normal people who just want to take them to court and jail them for all the horrible crimes they have committed, for all the deaths of innocent people they have caused.

I suggest we immediately send the mental heath care to these persons, to pick them up and make sure sure they stay in a mental institution for the rest of their lives so they cannot hurt other people anymore.

Electronic weapons

Electronic weapons are the terror of the 21 st century. The effects of these weapons outrange the effects of nuclear weapons. It is possible to torture and murder with electronic weapons without any evidence. From a distance and through walls one can invisibly cook or burn practically anything. An example is a microwave weapon, compare microwave oven used to cook meat at a distance with invisible radiowaves.

Your neighbour, the grass or the roses, children, etc. You can make someone falter giving a lecture or make someone unwell at any given moment. You can influence sporting competitions by creating injuries or worsen injuries. You can also irradiate entire residential areas. It is just a matter of putting up enough aerials and by using the right frequencies peoples mood can be influenced. Electronic weapons can also be used to monitor people everywhere and watch them through walls, to read their mind and to influence the weather.

THIS NOT SCIENCE FICTION!

Probably the most horrible consequence of these weapons is that you can NOT protect yourself, your children, your loved ones anymore. You can no longer say: stay in this room, you are safe here. Attackers simply look and burn through walls. Police cannot protect you, security services cannot protect you.

The technology to burn/radiate people is available today (compare microwave oven, cook with radiowaves), weapons based on this technology are increasingly used (google: microwave weapons victim) and are becoming cheaper and cheaper.

Gang stalking, also called (state sponsored) organized stalking, is a (the) method used by secret services to eliminate people. The purpose of gang stalking is to kill the victim either psychological or physical. Gang stalking is mostly used in a combination with electronic weapons, at first by using very sophisticated monitoring equipment, which makes it possible to keep an eye on someone every second of the day, at a later stage hi-tech microwave weapons are used to burn = torture the target. It has become very easy to kill people using electronic weapons. This has nothing to do with state security but everything with mass murder. In effect secret services have degenerated into a depot of psychopaths and murderers.

Recognition and a total ban are vital for democracy

Governments should inform their national citizens thoroughly on these electronic weapons and should bring into force an official ban. Police should be equipped with facilities to track down abusers of these weapons. This ban should also and especially apply to national secret services. These services should go back to what they are supposed to do, which is not killing your own people but collecting intelligence and when they detect an offence they should inform the authorities. When people disagree on subjects they should speak to each other, discuss with each other and if this does not bring a solution, they can go to court. In this day and age it seems that people do not talk to each other anymore but immediately kill someone. Quite easy and quick. Furthermore these weapons make it very easy to come into possession of those things one wants to have very badly.

One dreads to think about what can happen when all kinds of people carry these weapons. In the US everyone has the right to possess a weapon, imagine people carrying around one or more electronic weapons ...

It cannot be proven so we just do it

Not only whistleblowers or people who are government-unfriendly, but also thousands of normal innocent citizens, are being finished off by secret services using electronic weapons and gang stalking worldwide every year. People are being driven out of their mind, driven to despair and they become suicidal, criminal or end up in a staged car crash or a psychiatric ward. The reason why is on the whole totally obscure. Stealing ideas, wanting to have a house in a strategic place, being used as human guinea pigs, being blamed for anything or personal motives, electronic weapons make it increasingly easy to kill people (physically or mentally) without leaving evidence. And in the hands of secret services these weapons are even more dangerous. These services are specialised in eliminating. Nowadays they use electronic weapons while in the past they used a knife, a bullet, poison or a car crash.

These weapons make killing someone more and more anonymous. It is not necessary to stab someone. Just to push a button in a room elsewhere is enough. The general thought is: it cannot be proven so we just do it. But it should not be like this. Torturing and killing with these weapons is horrendous and are crimes against humanity.

To all politicians of the world: STOP your national secret services

The only way to save the world is to stop your national secret services. Breaking laws and violating human rights in horrible ways has become a way of life. They are responsible for most problems in your neighbourhood, in your city, in your country, in the world. Make them responsible for what they are doing. Let them account for in detail, force them to open up their organizations for thorough investigations. Stop their funding if they do not co-operate. Replace directors and staff immediately by normal people for starters.

Airforce involved in stalking and cruel electronic torture of innocent people

It is very important to understand that many attacks are from the sky, i.e. from military aircraft, including helicopters, gliders, etc. Often they are not only aimed at you but also at some people surrounding you. But of course they can also attack you with installed equipment from neighbor houses or appartments. And they also have portable equipment, to look through walls and to burn and cook you, and mind control you. When you go to a hotel they just check in somewhere near and attack you from that location.

[March 18, 2011] (Reported by Peter Mooring) I am a victim since 2000 of gang stalking/organized stalking and electronic harrasment/(cruel) electronic torture. A number of years ago they also started following and stalking me with military aircraft where ever I go. I am also shot (often cooked alive) with very high power Directed Energy Weapons, e.g. microwave weapons, (also) when these aircraft are around. The visible military aircraft may or may not be involved in shooting me, but function to distract, but the least they do is stalk me which is serious crime. My minimum conclusion is that the person who arranged (gave the initial order) the military aircraft being above me, is a murderer.
